Firstly Russia isn't the second military power anymore and hasn't been for a long time.

The US is obviously the most powerful military in the world at the moment and the UK is considered to be the second most powerful.

The CIA (who rated the worlds military for the World Fact Book) list a number of criteria;

1. The ability to project power for a sustained period.
2. The range and adaptability of equipment.
3. Military expenditure.
4. Military expenditure on Research and Development.
5. Technology.

The UK has the second biggest defense budget in the world, second only to the US, and is the second biggest spender on research and development, again after the US.

The UK is considered second only to the United States in it's ability to project power over a sustained period, and has the largest aircraft carrier fleet outside the US.

Technologically the UK is on a par with the US, and much of advanced American technology is only shared with the UK (Trident, Tomohawk, Stealth)

The Royal Navy with 91 commissioned ships (not including ships in reserve or Royal Fleet Auxiliary which brings the total to 126) is the second largest navy in the world.

The 3rd most powerful country in the world is considered to be France, India is considered 4th.

Russia and China are presently rated 7th and 8th respectively.

I would say it's China...but their forces would only really be effective in East Asia. Britain and France are next. Germany and Japan could be real powers if they upped their spending. India has a powerful military now as well.

Russia is still second as it can still deploy substantial forces across the world.

You have to be careful when looking at military expenditure. Only today the UK government was boasting about being second in the world in military expenditure. But countries like China, France and Russia use space, science and other budgets for military expenditure, so it's harder to work out how much they really spend.

Third world? I love how Americans always exaggerate their every little inconvenience as the end of the world. It shows just how truly spoiled we are without even knowing it. If Europeans feel sorry for us, why do so many of them come here every year to get surgery? Because they would rather live in debt than die on a waiting list! Don't you see that cheap is not always the best price? Would you rather have an expensive car that works, or a broken down piece of junk that was free? I think that the heart of this is greed. The greed of every single American unwilling to pay for their own health care. You think that every single dime you make should be for buying ipods and news clothes. What's next? Is the tax payer going to pay your power bill too? Is electricity now a 'right'? It just scalds some of you that you actually have to pay a couple hundred dollars for stitches, even though it was your damn fault you got hurt (yes, I know that sometimes it really was an accident). the number of people in this country who actually die from inability to pay is so small, I can't believe it is a major issue. If you can show me ten examples of people who pursued treatment and died because of inability to pay, I will honestly take my hat off to you (seriously).

UK or China are 2nd and 3 rd i would put Russia at 4th though. UK is best trained army and technolgy advanced in the world with the second highest expenture of miltary in the world second only to the USA at around 70,000,000,000USD and even this is likely to be increased due to the miltary of the UK saying they need more troops and much more money to keep there power!
Not being funny but i actualy think UK are second and plus dont forget they share everything with the USA there like joint countries when it comes to miltary so yes indeed they are very very powerfull. Dont forget UK is most technolgy advanced with the US and has the best tanks and planes even though theres not meny of them but that is being planned out to maybe double our spending to 140,000,000,000USD (far ahead of any other country in the world other than US again). The UK has got the second largest Navy in the world(second only to US again!) also currently being increased!. The UK has the best nurclear wheapons with US and are currently develping new missales much more powerfull than the current ones in the US and UK. Not being funny Russia, Iran ect should stop threatning us, we are not to be messed with we are by far the most powerfull countries and we havent used our full potential and expensive wheapons on Iraq and if we want to then god help them!

Who says ths U.S. and Russia are 1 and 2? I would say based on just the numbers alone that China may be number 1. They have the largest population on the planet and there is a requirement for males to serve in the military. They are pretty intimidating.

I think China is ahead of Russia at this time if not close to been. there was and is still the nightmare thought that China would invade Siberia for the oil resources. they have more troops near that border than anywhere else. not much to stop them crossing really if they ever had the thought are were put under pressure.

I never thought much of the "United States" of Mexico to be honest.

Wow, they're really that powerful eh?

Talk about quantity and technology all you like, but it's pure-spirit and grit of the soldiers that win a war and that has been tested to the extreme time and time again and unless all 'top nations' come together and have a 'duel' speculation is futile.
