i was issued a parking ticket by pcso in s9 statement this officer was being shadowed by a member of public

As already stated being shadowed by a member of public means just that. A memebr of the public would have been with the officer seeing what they did. This could be for a number of reasons.

The Chief Constable of a Police force can designate which powers their PCSO's can use, several forces if not most of them now, allow PCSOs to issues tickets for traffic related issues such as parking and obstruction offences (common complaints at council meetings). However there are also several towns and cities in the UK that have de-criminalised parking offences. This means the police (and hence PCSOs) have no powers to issue parking tickets for offences such as parking on a double yellow line. The de-criminalising then puts the enforcement onto the council who set their parking attendants to work generating as much revenue as they can. The police (and PCSOs can however still issue tickets for obstruction etc).
Being shadowed just means a member of the public was following them around seeing what they do...its quite usual for a prospective MP, press or magistrate etc to follow officers to see what life is like in the real world.

The PC Sheriff's Office can issue tickets.

The member of public is someone who was riding along with the deputy, learning about their job - or 'job shadowing'.

Yes they can issue parking fines.
