I know there isn't much we can do that we have already done.
We've talked to him, tried to help him fix his loud car, .....called the city .
This man is 44 years old and lives in his mother's garage that only has a space heater in it.
He gets ready for work at 3:00 am, and starts his loud car, and leaves it run, while slams the door as he puts his papers for his paper rout in the car...lol.
The house is too small and the mother has her other handicapped son living with her also.
The mother has told us, she wished he could find his own place, but......she hasn't the heart to kick him out.
What would you do?
We cannot move, we own our house.
we cannot move to a diffenet bedroom, they all facing the same side.

We do use a white fan to help drown out the noise, but we still hear him!
( I do think he is a bit slow....)
We are trying to not make waves so he deosn't do anyting drastic...*ahhhhhhHHH*

If the situation is as you describe, call the police. They will confront him about the noise at that time of the morning. If he insists on being a nuisance, you could file a complaint with the distract attorney and possibly obtain a cease and desist order if your area has noise rules. If he violates the order, he can be arrested, and probably will after the 3rd or 4th time. Keep in mind the situation could escalate quickly and he could be sent to prison in the end. Have you talked to him, face to face. First go over there and introduce yourself. Admire his car and make a big fuss over it.
Ask him questions about it. Get friendly with him.
Give him a couple of days and then go back and in very friendly way, ask him if he would be kind enough to be a little quieter when he goes to work. Also say that you saw a man around the other day that was asking question regarding noise pollution. Say -" I didn't know there was a law about noise pollution, did you?" "Anyway, we told him there was nobody around here that was breaking that law. I thought I would warn you, because apparently somebody has told him that there was a loud car around here somewhere." "If he comes around again we will warn you."
If you do all of the above, in a friendly, neighborly way without telling him that you are the one disturbed by the noise, there is a big change that this will work. It did with me when we had a boy with a motor cycle next door.
However, if that doesn't work, you have tried and THEN YOU CAN report the noise to the noise pollution people.
There is such a law in our city, and one can report loud noises, anonymously.
TO;- CANDY - It is very sad that you do not know yet, that violence begets violence. Also that thoughts of negativity, revenge will only make situations worse. Cannot you see what is going on in the world today. Do you think that adding to the negative side of life, will do anybody any good.
I suggest you start to change your thinking, so that the life ahead of you will be a happy one, not one that could end you up in jail.

There isn't much you can do. The man obviously is down on his luck, maybe a bit mentally handicapped. All you could try to do is have him put out on the street, which wouldn't work and would be cruel. So, ask him once if he could be a little more thoughtful that early in the morning, but if he ignores you there's really nothing you can do.

There are 2 screws which keep the vent in position tighten the m up. If the vanes are damaged and are making the sound then you definately must exchange the vent inform the upkeep guy to difference it out.

Never tried it, so I can't tell you whether it actually works, but what about getting a white noise machine? (See this random link I found with google if you don't know what I mean. http://www.naturestapestry.com/generator.html )
It might mask the noise your neighbour makes and help you sleep through it.

I THINK YOU SHOULD PAY SOME KIDS TO MESS THE CAR UP, YOU KNOW LIKE FLAT ALL THE TIRES...OR YOU COULD NICELY ASK HIM TO PARK THE CAR SOME WHERE ELSE AND LOAD THE PAPERS AND WHAT EVERTHERE....THAT WAY HE STILL HAS HIS CAR, YOU CAN GET SOME SLEEP AND EVERYONE IS HAPPY..
