What all do jumping jacks do too?

not if they are the only form of exercise. they do not effectively exercise any muscle. in order for a muscle to truly be exercised it must be operated over it's entire range of motion, this is not accomplished with jumping jacks. a much better exercise would be jump burpees.

Excersizing in general can make your legs look smaller. People try to focus on one part of themselves when they excersize, but the truth is that any physical movement gets rid of fat everywhere! Pinpointing one body part is for toning muscles, and jumping jacks would work for that, but be careful - building up muscles in your legs could actually make them look bigger! Try some lengthening stretches before hand and look for excersizes to work your muscles from the inside - strengthening and toning them without building up all that bulk.
