Do you mean can a license plate marked handicapped have the same license number on it as a regular plate? Around here the answer is yes because the notation "Handicapped" is part of that plate's identification.

Your question makes little sense.

Can someone else have the same license plate number as you? No, they can't.

If your plate starts with a special symbol like HC for handicapped, then 12345, your plate number would be HC12345. Someone else could still have plate number 12345 without the HC on it.
