Both.
You can be Jewish in your race, but join any religion. That's why you have things like the Jewish Christian organizations. You can be born Irish too, then join the Jewish faith and be a religious, non-racial Jewish person.

It's confusing, I know.
A person can be born of Jewish ethnicity and later decide they don't believe in Judaism, the religion, but they're still ethnically Jewish.
An ethnically Jewish family can be non-believers.
A non-believer or a person from another religion can convert to Judaism (the religion) and their religion will henceforth be "Jewish", but their race/ethnicity won't be Jewish. For instance if I converted to Judaism, I would be religiously a Jew of Scottish ancestry.

Jewish refers to those who practise Judaism.... Anyone can be Jewish - either by birth through the mother or by conversion.
A person who is "born Jewish" can join any religious cult or none at all.
Anyone can convert to Judaism.... For instance, both Elizabeth Taylor (English) and Sammy Davis, Jr. (African American) are Jewish.
It's like any other religion. It is a belief based on faith.

Thats kinda confusing. Technically a Jew belongs to the Jewish religion-Judaism. Many moons ago, all the Jews lived in Israel-they were Israelites. The terms seem to have become synonymous. One can be an Israelite and not be a Jew. But to be correct-you can not be a Jew without being a Jew.

Jewish is An ethnic group comprised of people following the religion of Judaism or, if not followers of Judaism, they would be the descendents of followers of Judaism. Judaism's followers mostly married and bred with other followers of Judaism. Today their decendents might not be followers of Judaism but would be considered (ethnic) Jewish, (By some)
