If you even SUSPECT your dog has mange, please get it to the vet for a checkup.
Edit - Tell your neighbors to take the dog to the vet!

HI Allie
I am here for your defense
Umm Hello People Allie Clearly stated that IT IS NOT HER DOG!!!!!!!
THE DOG BELONGS TO HER NEIGHBOR AND SHE IS A TEENAGER SO WHY WOULD SHE BE TAKING THE NEIGHBORS DOG TO THE VET STOP JUMPING DOWN HER THROAT!!!!!!!!!
Now Allie you need to keep your dogs away from those dogs as if it is mange it is very contagious and then you will have to make an unwanted trip to the Vet
You really want to keep the Rott away from it as they seem to have a lower immune system when it comes to Mange and Body lice for some odd reason
Now it may not be mange... It could be a number of different things someone mentioned a Flea infestation that is a good Idea or it may be a type of a Chemical Burn so do not jump to conclusions but Keep your dogs away which I do know is already a problem but you are going to have to be extra careful now and also if it is mange you really need to keep them out of your Yard as Mange is very itchy and they are going to rub there faces on everything and leave behind bacteria that your pups can pick up so you need to be on your toes when You see them get out the hose and spray them so they run back to where they belong and do not let them any ware near your Pups Or Your property or any of the calves as they can also Catch it
So be very very careful and maybe have Grandpa go talk to the Neighbors and get this taken care of real fast as it could really get out of hand before you realize it
Take Care Kiddo
Respectfully Yours
You’re Friend
Anne

It could be mange but it could be flea infestation. The dog should be seen by a vet. If it is either of those, he will have to have medicines to clear it up. If it is something else, it still would need medical attention. I haven't heard of mange being only on a dog's face though and not on his body but I have seen flea infestation also not localized to the face only but I thought the dog had mange.
Also, mange usually doesn't start on the face and it only develops the problems around the ears later on as the disease progresses.
I tried to post some pictures below with the source list... but you can go to yahoo.com and in the search field type "canine mange pictures" and it will pull up more information for you also along with some pictures.

Sorry but tell your neighbors to take the dog to teh vets and get what is perscribed to treat the dog.
Home remidies don't work and some mange is contagious to humans.

RUN - DON'T WALK to the vet if you suspect your dog has mange. There is more than one kind and it can affect humans as well in the form of "rashes" (actually, I believe it shows up as "scabies" in humans). I am sorry I have no pictures to offer you (THANK GOD!) as none of my dogs has ever been affected.
Good luck.
