When I right clisk on the desktop and then select "properties" the message displayed is:
"The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator".

I can't even goto the "Internet" properties - the message is displayed!!
What to do??

There are several people using your PC. Probably only one is the administrator and it's not you.
Your user account is restricted to usage only. You cannot change settings and / or install software.
Try loging on a different user account (if it isn't password protected) and see if you can do it.

If you are using a shared computer then such restrictions are normally set by administrators to prevent unauthorized changes on the shared computers. On the other hand, if you are referring to a personal computer then there is a 98% chance that your computer has been infected since this a very common technique worms and viruses utilize to prevent system restoration. You should scan your PC and please be aware that even after removing the infection the restriction will remain and you will need an IT professional to undo the restrictions. Good Luck

There is nothing you can do. Your using either a public computer or a business computer and the administrator is tired of people changing the settings on the computer, so he disabled most of the customization options. Next time you go, just take your own browser, customized how you like on a USB drive. Then you can change anything about it you like, 'cause its your own drive. See here: http://www.portableapps.com

just to expand on the previous answer - you need to sign on as administrator. You can then give yourself "administrator rights". Then you won't have this problem in future. Good Luck.

The best way is to contact a computer geek & try reinstalling xp
or
it may get solved if you restart your computer

"Please contact your system administrator". - means you are not allowed to make any changes to Windows, but the owner of the PC can.

So, ask them to make the changes for you.

you can only make change's from the administrator account...
