All in-line 4-cylinder engines fire 1-3-4-2.
#1 cylinder is the one farthest from the gearbox. On a Golf, that means #1 is on the right of the car (the left when standing at the front looking into the engine bay).
However, if you start from the other end, it doesn't really matter as you'll still have the right order, just starting a complete revolution out.

It's not true that all 4 cylinder engines fire 1-3-4-2, I know for a fact that some subarus fire 1-3-2-4, but in your case for the VW it is the first firing order i mentioned.
