Yes you can fly to a different country. You can also call the nearest Air Force or Army military base at the airport where there are MAC flights and talk to them about it

If you are talking about a MAC Flight you will need to have a valid passport to go with your ID and you are going to have to find a military flight going to the PI.
If you are talking about just using your military ID to fly commerical you will need a passport for that too unless you are under orders to go which it doesn't sound like you are.
Post 9-11 all the rules have changed for military flying OCONUS.

You can fly on a military plane if they are going there. You have to go to an airforce base (not sure if only air force do it) and talk to them. If they have a plane going there then you are on stand by to see if they have room for you. If there is room for you then you are on the plane. Now, you have to make sure you are on plenty of leave because you might get stuck somewhere between here and there for a couple days or not get a flight out and home in time. You will also be on stand by on the return home. It's not like going to the airport and saying I want to leave today.....you are flying on a military plane so you know how that goes!!
Hurry up, hurry up, hurry up.....now wait! That's a favorite saying for the military in our home!

Call your nearest military installation to get details (some bases also have that information online), but in general it is true of any military aircraft (unless they are flying a secret mission). It's been a while since I've done it, but overseas flights used to charge $10 per person. You should also know that these are space available flights, so no guarantees that you can get on.

No. You need a passport and an entry visa. The U.S. bases in the Philippines are closed. So, the Status of Forces agreement between our two governments is null and void. For the entry visa you should contact the nearest consulate or embassy of the Philippines. Some cities, with large Filipino expatriate populations, also have honorary consuls who do that chore.

You can take a MAC flight and it used to be true that you could fly between NATO countries with it - however it's no longer true (if you do you're just lucky) since Sept 11. If you are flying on orders you are not required to have a passport just your id and orders; if it's leisure travel it would be wise to procure a passport.

You can fly on a military transport. It's called a hop (or a military hop.)
You have to have your commanding officer cut you orders for the trip, and contact the military transport officer at the departure airbase to arrange for seating space on the plane.
Talk to your company clerk or your company XO to get the details.
