for starters there will be about £500 - £1000 in Having plans drawn, submitting them for planning and the building inspector visits. You might get away without planning as it is under 70m3 but this depends on what other extensions you have (Always check with your local council)
Foundations and drainage will cost you a minimum of £1500 - £2000 depending on how deep you have to go and what drainage has to be added, moved or diverted.
The blockwork and roof will also be around £2000 - 3000
And then around £500 - £700 to board it out and plaster it
Not forgeting any electrics and plumbing you require in the extension.
Then decoration and what level of finish you require to the exterior (i.e is it going to be rendered, will you need new footpaths around the extension.)
I would aim for about 10,000 it is very hard to give a costing without seeing what is envolved, its always better to over budget than under budget.

You get what you pay for and you'll not get much for £5K! My daughter built a "cheapo" conservatory (20ft x 12ft) several years ago and that cost her £13K!
First, make a drawing of what you want, floor plan and side elevations. There are plenty of free graphics progs, which make this easy.
Then write a specification for the extension, covering materials, footings, casements, doors, electrical wiring requirements and plumbing. DO NOT forget drainage, if a kitchen, or bathroom!
Now most of this, especially the electrical and plumbing works, should be professionally planned and specified, otherwise you will not get past the BUILDING INSPECTOR!
In fact, it is doubtful that you would get to first base with the Local Authority Planning Officer without proper plans and specifications!.......... and you will have to inform him, even if you do not need permission..........
I'd refer to the local yellow pages before going any further. Decent jobs of the size given, start at around £15K and work upward to £30K, depending on region.

allow £5K total job, assuming you "make good" with decoration etc
depends where you are. this is for midlands rural.
one-man-band builder would be cheapest for this job. A building firm wouldn't touch it.
Choose a man who is busy, never go with a builder if they are available immediately, unless they have a very good reason ( caught short with materials or planning on another job etc )
A job this size would require no money up front.
