This is not even open to question. the North Shore of Oahu has the most challenging surf spots in the world. This combined with warm water and beautiful surroundings makes for the best beach in the world.
Now Bali has some great surf spots and Java has some too.
Uluwatu and Padang are always great places to surf but the beach is a cliff so I am going to have to stay with the North Shore. Good question!

There is a reason, other than lore, why Waikiki has become a surfing mecca. The clear waters, constant sunshine and enormous breaks are almost too awesome to believe. Though conditions are great year round, the best of the best riding happens from May to September.
Biggest waves: over 20 feet
So you see, the best beach is Waikiki. Unless you don't agree with me but seriously LOL, da waves are like over 20 feet!

If crowds and money were not an issue I would personally have to say Super Banks on the Gold Coast of Australia. Warm water and really long hollow rights.
The thing with waves though is that everyone has their own favorite kind.

anywhere around hawaii, cape hatteras nc, Australlia is awesome! California is good and umm... if your interested in river surfing look some of that up cause i heard thats awesome.
