Is shakti a buffer between us and God ? or ??

Shakti is not in any way a buffer.
The concept of supreme power as female, a mother, a womb, a vulva is not found in the pre-eminently patriarchal scriptures of the Aryans. Today Sakit-Shakti is identical to, the power of the gods Shiva, Vishnu, or Brahma the great Hindu triad.
Shiva and Shkti are lovers. The two coupled in sexual union, are are the two inseparable forces that impregnate the universe with life in all its forms. Without Sakti, Shiva is merely the Void.

Shakti's role in the universe...
to understand this lets delve deep to the level of electrons n protons,
Electrons are as Shiva is and the energy what makes them spin is Shakti. An electron without its spin is nuthing useful; also just the spin can't be without the electron, so an electron and its spin is what makes it what it is - potent.
Similarly Shiva-Shakti together are what Bramh is. Knowing this u can imagine what the role of Shakti is in the universe.

Well is it the thread or Hand (which actually makes the puppet move) for the puppet is the toughest part to find for the puppet.
Because puppet can't see above the thread level and even it tries it can see the hand but what about person whose hand it is playing the game. I'm very small to describe the Shakti.

In Soundarya Lahari ,Verse 23 --Acarya sri.Sankara talks:-"O! Supreme mother-- I thought you(sri.Shakthi) and Lord Siva shared- each half of the body(Ardha NaariEeswara) for You the Vaama Bhaagam(left side) and for Lord-God Siva the Dakshina Bhaagam(Right side)But now I do not see lord Siva at all you have taken His portion also and he seems to have hidden somewhere,leaving His half also to YOUNow do you understand the entire Universe is Shakthi only.!!!!

Shiva is Ardha-Nari ie Half women. Shakthi is part of shiva. Shakthi is have shiva. Shakthi and shiva are the same. Without husband and wife there is not family, Similarly one is complimentary to each other. One cannot ex hist without the other
