Needing to obtain the suspect's signature seems to be a key area where the encounter is just more likely to deteriorate. Would it be a better idea to change the law to allow the dashcam to substantiate proper serving of the summons?

99% of the population don't have a problem signing the summons...why change the system for the 1% of jackasses out there?

By signing the summons the driver is accepting to appear in court (or mail the fine), if they aren't required to sign, they could argue "It wasn't me, I wasn't there etc" or deny ever receving the ticket.

Not all PD's have the dashcams. Plenty of times tickets are written and issued away from the car-think tickets for non-traffic related offenses.

I may be misunderstanding your question, but here in California all a process server has to do is mail a copy of the summons to the last known address and then hand deliver the original to the doorstep. That constitutes "proper service" and all proceedings may move forward.
