There are several unrelated programs that use (or used in the past) the extension .php.

There is a scripting language called PHP (you need a PHP interpreter to execute the PHP script files, but you can view and edit the code in Notepad).

Microsoft Picture It! uses the .php extension for its Publishing Project files.

A program called PhotoParade (developed by Callisto Corporation) used the .php extension for its slideshow files (later, the extension was changed to .4pp).

Another program, Creatacard (developed by Broderbund), uses the .php extension for its Quick Prints Project files.

a php file is actually a PHP Script file.

What he said in a nut shell, if you don't know what it is it's not somthing you'll find useful at all. You can open it in notepad to few the code that is in it, but you'll need Apache webserver and PHP to be able to view the file in an Internet Browser.
