I have a valid Indian license and an international driving permit. I have been using it to rent cars in Boston and portland , oregon for the last 3 months ,however I have just come to Illinois(buffalo grove/deerfield) and need to rent a car. Can I get a rented car and drive here???

Yes, subject to the six months date line, by which time, you must get the US driving licence to rent and drive a car in US!

A license from India, or a license from a recognized American Indian tribe?

If you have an international permit, you shouldn't have any trouble. Most of the states are alike on those matters.

why dont you just try as you did before? For foreign driver licenses, they apply insurance fees. You need a credit card also.

If you have a major credit card they won't ask all those questions.
