Title 14 of the US Code is broken down into 5 volumes that comprise the Federal Aviation Regulations (FAR). The FARs are further broken down into numbered parts (or sections) that address specific subjects.

FAR Part 61 contains the rules and regulations concerning certification of pilots, flight instructors and ground instructors.

FAR Part 141 is the part that concerns itself with the establishment and operation of pilot schools.

those are the federal aviation administration rules that govern flight training, this means part 61 is a school that operates with little or no supervision from the FAA, on the other hand a part 141 school receives a visit of a FAA inspector who makes sure that certain requisites are met to be certified as a part 141 school, also students enrolled in a 141 school require less hours(i.e. a private license is 40 h at P61, when is only 35 for a P141)

I went to Aviation High School in NYC and it is a FAA certified school. I remember those FAA guy's coming and checking up on all my shop instructors and the shop classes. They were always amazed with the training we got there. Anyways, to answer your question, this would like a "part 141" where FAA sends inspectors to see the school's are doing on the training.
