How do you know he wasn't busy making sure Aunt Mabel's surgery turned out well and was covered by her insurance?

As one answer correctly stated, they do it out of ignorance. No Christian in his right mind could blame the evil act of a human on God. Indeed, most good human acts are not credited to God, because (according to Christian belief) God gave us free will. I suspect that only non-Christians (and non-Jews) blame such things on their god.

God has big shoulders. You can be mad at Him without fear. He knows what you are going through. As long as people have free will we will have crazy events. I can't answer for God but if you would take this question to Him yourself, I believe He would give you an answer.

I think God is a divine being and therefore I believe He should intervene, particularly where children are involved. Why He doesn't is a mystery to me. These children have not sinned so why do they have to pay with their lives?

that's why people madeup the idea of god...to blame someone/something when things go bad
