The construction of an overpass requires raising the road surface on each side. It's simply easier and cheaper to pull that soil on-site as opposed to trucking in thousands of loads. The additional benefit is the body of water will serve as run-off and keep the underpass clear during downpours.

Because they dig out the dirt to make the overpasses and the water runoff from the overpass runs into the hole
