The answer to this question depends wholly on what you mean by "Israel". The *country* Israel belongs to its citizens, regardless of ethnic or religious affiliation, because it is a democracy. The *people* Israel, i.e. the Jews, belong to God. The land which is currently controlled by the Israeli government belongs to whomever controls it - which, currently, is the Israeli government. The *traditional* land of Israel belongs to the Jews, because God gave it to them.

This is like asking your home belongs to:
You? your father? your mom? your sisters? your brothers or only YOUR NEIGHBORS who have Mafia connections, so they would let you live in the garage or the outhouse, and take over your house by force!!
Israel as a land belongs to all those who lived there for centuries. The Zionists were in Europe and elsewhere when the land was being tended by those who lived in the land (both Jewish folks and Palestinians). How can they come and claim the land only to themselves, clearly cared for and tended for centuries by others, just because they have temporary power and a special claim based on the words in the Torah that they do not even believe is the truth. Many who settle in Israel may be Jewish by birth, but are avowed atheists, who believe the story of Moses is a myth. But, nevertheless are willing to take the rights mentioned in the book. That is very convenient, is it not?
Injustices are clear to any clear thinking person. Israel as a concept indeed belongs to Mankind. The Quran refers to Israel in lofty terms and teaches us to respect the Grand Givers of Mankind, attached to the Ultimate GIVER, the Lord Most High, the Almighty as does the Bible. Ultimately the salvation of mankind depends on our understanding and accepting that we have a common Creator, Nourisher, Sustainer, whose sun shines on one and all, and whose oceans, land and air is accessible to everyone.
Indeed the great ones of Israel paid a special price through the ages to bring mankind on the same platform, although they may not have had the clarity of understanding when they were doing so (or perhaps they did??).
Thus there are two parts to your complex question. The physical and the metaphysical. Physically we are all renters on this Earth. Everyone of us was born naked and hungry and was provided and sustained by what existed. No exceptions. Israelis, Jews or Zionists do not bring anything to the Earth except hunger and nakedness with them like anyone else including Palestinians. Rights to a land are acquired through taking care of it. It is wrong to give Europeans or other strangers carte blanch rights to a land without working for it.
Even Abraham understood this. When he first came to Canaan, he did not drive out the people living there by force, saying God told me to settle here and He Almighty indeed owns everything. Abraham went about the ethical path. He understood the basic concept of rights and responsibilities. He bought the land, bought wells, caves. He laid the foundations of his right by GIVING first, before partaking of the benefits as any decent person does in life.
Once you depart from a land for a long time, you lose the rights to it, as others tend and take care of the land or it is claimed by the wilderness. In such a case, anyone can again come and claim it. If you wish to come back after a gap of several generations, while others have kept it clean, habitable, nurtured and protected, you have to re-establish your rights by GIVING first before partaking of the labor of others. If not, it is called stealing, pure and simple. And .... no stable or fair system can be created on stolen money, grounds or what have you.
Metaphysically the Concept of Israel belongs to all humanity. A Nation for God Almighty is one who benefits all mankind. The kings and rulers of the World have always abused the poor and the downtrodden of humanity calling themselves high titles and giving themselves unjust rights. Whereas the Lord Almighty is a GIVER!! He takes NOTHING, although everything belongs to Him.
The godly always are GIVERS, not takers like robbers, thieves and kings. Moses gave, not took. Abraham gave, not took. Those who give are from God. Those who take are from this World and shall be treated as such in due time. Our Prophet of Islam took minimum and gave a lot. All of us are destined to take due to our physical needs, but the greater person is one who gives more and takes less, and thus is closer to the Almighty. The value of a person is what he or she is able to give, rather than what one is willing to take from others.
It is really that simple. Now, you tell me why did you not include:
H: Those who have always lived there, (like any place else).

Human beings. No one has more of a right over than land than another. I'm sickened by people who say that the Jews have more of a right over the land over others due to radical religious, political, and racist beliefs.

3:26 Say: "O Allah. Lord of Power (And Rule), Thou givest power to whom Thou pleasest, and Thou strippest off power from whom Thou pleasest: Thou enduest with honour whom Thou pleasest, and Thou bringest low whom Thou pleasest: In Thy hand is all good. Verily, over all things Thou hast power
It belongs to God Almighty, and He gives it to whomever He wnats. However, it does not mean that those hwo it rightfully belongs to stop fighting for it, the only wya to get it back and stop the punishment is to go back to their Deen.

I say it belongs to the people. Is Israel not ruled by democracy?
In truth Israel belongs to the U.S. being that we are its primary protectors and its only military ally.
