I couldn't find a link to the "original" person who said this. It is a common linguistic paradox that has been expressed in a variety of ways, including: "No reaction is sometimes the best reaction."

Other linguistic paradoxes are:

"Not to speak is sometimes a better speech."
"This is so true that it appears false."
