Because we've got fluorescent lights and many people are buying them and they work. The one outside is crazy bright. Maybe cities and towns should start having them. I'm just considering this now.

Most streetlights are gas discharge lamps using sodium vapor or mercury vapor. The blue-white ones are the mercury vapor and the pink or orange ones are the sodium vapor. These are very efficient lights. Regular home fluorescent lights are a type of gas discharge lamp using mercury vapor too, but in a slightly different way.

As the above answer pointed out most streetlights are metal vapor lamps. I would like to point out that many of these are on par with fluorescents in terms of efficiency.

No. Fluorescent lights don't provide enough illumination for this, at least so far.
