Im so sorry about Lulu!!!! :[ that vet should not under any circumstances have the right to operate on animals! :[ How's charlie ????????? Is he getting used to youuuuu??? :]
Anyway:
The birds should learn first how to fly before you doing any wing clippings because this is how they learn to get balance. If you take too much off they will just drop to the floor and you dont want that because they can get injured.
If you are going to clip them yourself don't forget to check for any blood feathers before you clip, and do not cut any of the secondary feathers. Here is a link about blood feathers and the proper way to clip the flight feathers.

EDIT: . It's not really animal cruelty. As long as you dont clip them completly. So they can fly when there is danger, want to have some fun. But clip them enough so they dont fly away to the outside and die there. But clipping one wing is cruelty though. Then the birds will go through torture tyring to fly :[

As soon as they come out of the nest box they can fly and should be clipped. End of that story. To the young lady who stated that her cockatiel learned the Andy Griffith Theme Song........I don't want to bust your bubble on Thanksgiving, but ALL cockatiels can whistle that song. It is part of their "cockatiel language." Teach yours the theme from Happy Days and you will have done something.
I just noticed that the answerer in front of me frowned on wing clipping. It is all but animal cruelty NOT to clip, as the only good flying does them is to crash into windows and mirrors and die, or escape, Then to make matters worse, she said clip only one wing, This is really inhumane, as the bird will turn into a helicopter and can be seriously injured or killed. After raising them for 40 years, I've seen it all. PLEASE do not clip any bird in this manner.

After they have learnt how to fly properly, then they can get their wings clipped.
Some irresponsible breeders clip birds wings before they learn to fly properly... a lot of these birds have problems dealing with flight for the rest of their lives.
Be sure to get a vet or experienced person to clip the wings for you (and on both wings, not just one). Don't do it yourself unless you know what to do, there if the possibility of injuring it.

I actually kinda discourage against wing clipping for the reason that incase the bird needs to escape from danger of some kind whether it's a cat, dog or something but if you really need to clip only the flight feathers on one wing.

i have a cockatiel and hes very sweet he whistles he whistles the andygriffen theme song and its very cute anyway when they could fly you clip them i dont know exactly because birds grow different times you just look at his wings and if there long clip them and if their short then dont but be very careful their wings are very delicate and clip just a little bit if you clip to much then it will hurt them and make them bleed so be very careful
