That depends on where you live but, in general, any small breed dog can live both inside and outside if proper shelter is provided.

I hate to tell you, but I can't think of a single small dog that would do okay being outside, especially in the winter. I know that even some huskies get too cold being outside in the winter, and they are sled dogs!
If you are going to get a dog, the animal should live in a heated, social area. They need to be a part of the family.
Also, you mention getting a dog for Christmas, but that is never a great idea. I would suggest waiting until the end of January or beginning of February, as that is when breeders will start selling their dogs again (a responsible breeder won't sell during the Christmas rush).

I personally don't think a dog should have to LIVE outside. If you are willing to adopt a pet wouldn't you want it to be inside with you? I know that the dog would rather be inside with their owner unless it's a big dog like a st bernard or something like that.....A boston terrier or a dog in the sporting group might be best for you. Look up different places on the web to find a pet. Some sites even help yo find the right pet, if you need a little help.

2) Please adopt. Check out www.petfinder.com. PLENTY of homeless small dogs available.
3) What do you mean "live outside"? You are not going to find any rescue (or responsible breeder) willing to give you a dog if you intend on it spending half of its life outside. If the dog is being supervised outdoors all day, that is fine. But if you're going to have a small dog sleep outside some nights, not a good idea.

Samll dogs are called lap dogs for a reason. They love to be in someones lap. None of them do well outside. They need to be inside with the family where they will feel loved and most of all safe from other animals.

Depends on what you consider small, if your talking toy or teacup size then no, but get a little bigger like a border collie then yes

small dogs should not live outside, period. please do not buy a puppy from a pet store or a back yard breeder.
