in the state of Illinois?
is a person tranined on how to properly use a firearm? are there classes required for purchases?

You need to fill out the IL Firearm Owner Identification (FOID) card application. Send it in with a check or money order for $5.00. Take a picture of yourself as per instruction on the application. Mail it and in about 30 days give or take you will have your FOID card.

if that does not work type IL FOID card Application on Yahoo Search.

You can also go to a local gun shop and they can send it and take the picture of you for you but they will charge upto $25. For 5 bucks you still got to fill it out and you save 20 smackers.

What bobbo said. Illinois doesn't have gun licenses. We do have FOID cards which you will need to have to purchase any firearms or ammunition. You don't need any classes to purchase a firearm, although I recommend taking some as learning on your own, especially if you have never shot before can be extremely dangerous if you don't know what you are doing.

I wish I could help you.

But I won't live in a Communist state that requires you to have a license to exercise your Constitutional right to own a firearm. So I can't even imagine the political red tape you'll have to sift through.

Download form http://www.atf.treas.gov/forms/5300instructions.htm#5310
Then go to http://www.illinois.gov/
In the search box type Firearms Dealer.

Go to any gunshop, or police station, and they can inform you.I would recommend you go to the gunshops first. They will most likely will be more helpful than the police.
