Is it legal to buy HD converter top box from Ebay & will it work with just digital cable?

It's legal, but I suspect it wont work unless you use it only as an antenna tuner.

Cable systems are no longer stupid connect-and-work setup. Each box has a unique ID and the cable system changes encryption and permissions to channels based on these ID's. A box from a different system will usually not work, and if it is from the same system, it has to be 'activated' by your local CATV office before it works.

Is this a legal item? If not, then no it is not legal to buy it from soemone on ebay. If it is legal, then yes.
