Which ones are owned by Arab countries?

I am not sure about a country owning a credit card company.
There are really no major mono-line card companies, ie the largest card issuers are part of large banks with diverisfied product lines.
A wealthy Saudi is large shareholder of Citi. I am sure there are other weathly individuals in the Middle East who are large shareholders of US Banks. They would also own, oil stocks, tech companies, transportation, etc.

Most credit card companies are publicly owned/traded. They are not "owned" by countries. At least this is the case with US based credit card companies.

For example Bank of America is a public company - it is traded on the New York Stock Exchange.
