you never pay a mothly fee or buy extra equipment
there are 3 ways to do this:
-Hack your PSP [possible damage to psp+free]
-Get it from your PS3 [requires PS3+ credit card]
-Find the PS store through your comp [recently released+google it+also requires credit card]

It is possible to download a limited library from the Sony store on a PS3 (yes this costs money), it is also possible to play a wider variety you can make yourself if you have a modded psp, a cd-reader that reads sub-channel data (most do now), and the necessary software, guides for which can be found in many places on the net. As far as I know (not legal advice) this is 100% legal if you own every game you put on your psp (fair use rights). However if you don't have a modded psp (or a 2001 series 88v3 or 3001 series with then ChickHen (again look this up)) then you can only use what Sony is willing to provide and at their price.

you need to determine what firmware you have, then downgrade or install custom firmware.
