If any one in England was born in a certain geographical area, he or she lived within the confines of both a civil and ecclesiastical parish. Since the Church of England is a state church, censuses noted the ecclesiastical parish, although the individuals counted didn't necessarily have to be parishioners. They could be Jewish, Roman Catholic, or a member of a dissenting congregation, for example, Methodists, Baptists, or the Society of Friends (Quakers). A link to the original document from the National Archives notes that Morris Freedman, Myer's dad, was a butcher from Russia.

The cousin's name appears to be A. Vinitsky, 600 Roberts Street, St. Paul, MN.
This appears to be a Russian name.
