It would be God's. The question is, "if God is unable to communicate with us..." not "If we are unwilling to listen to God..."

God can communicate with whomever he chooses. Look at Adam when he tried to hide from God. Or Moses who was told in no uncertain terms that he was on holy ground.

Who says he is unable to? Communication with us is exactly what the Bible is. If we're not listening, it's on us. It's like someone complaining they missed a favorite tv show but it turns out they didn't bother turning it on.
