You need to build trust between you and your bird. Start with talking to him often, move slowly and try to hand feed him treats. It might try some time but it can be worthwhile. Good Luck.

My father bred budgies for many, many years,he reconed the quickest and least cruel in the long run was hunger.Hunger brings the bird under control and the quicker you do that the less stress on the bird.First of all stop letting it out of the cage to fly around you are stressing the bird out when it comes to catching it again.This by the way can very easily kill the poor thing with shock, check the feed some seeds can fire a bird up they are used for getting a bird ready for the breeding season.Those you don't want in it's diet,empty the food dish and watch for the budgie going to dish looking everywhere for some seed.Then sit close to the cage and drop a few seeds at a time into the feeding dish or a small cap from off the top of a can of lighter fuel or such like.Something big enough for you to drop seed into it a few seeds at a time.the bird will be very flighty at first then as he gets to understand that you are not going to catch him he will get bolder coming down from the perches to the container for seed.Do not feed it anymore than a teaspoonful of mixed seed,this is more than enough.Repeat the process the next day and the next untill the only time the budgie gets fed is from seed that you drop into the open container.Please remember all this happens with the bird in the cage and door closed,you drop the seed through the bars into the container or the birds feed dish if the dish is the opened top type.If the budgie stops coming down to pick the seeds up at anytime then it is not hungry enough do NOT leave food out for it other wise you defeat the purpose.After a week you will notice the difference it will be waiting at the feeding tray for you but remember always a few seeds at a time.Budgies are messy feeders and spill a lot watch out for this because when you go away he will be down on the cage bottom like a rat up a drainpipe.then when it comes to feeding him next time he will give you the run around again because he is not hungry.When you have gained the birds confidence in the cage it is time to start outside.A piece of millet is good for this as before hunger is the key have him hungery and leave the cage open.When he comes out let him fly about as much as he wants until he settles diown then just sit patiently till he comes close to the sprig of millet.If you sit yourself in a chair and rest the millet on the top of the cage the bird will gradually come down to feed,because everything is done close to the cage where the bird feels safe and secure and at no time make any quick movements.If you carry this out within 6 weeks the budgie will be eating out of your hand and since you have had budgies before then the rest is what you want to teach it. They all have their different personalities. Hold a spray of millet towards him. Once he has acquired the taste, hold it in such a position that he HAS to step on your hand to get more. This training should only be for about 10mins max, or they can get stressed.
Are you sure it's a HE? Female budgies have a stronger bite than a male because, in the wild, they gnaw out hollows in trees.

I had the same problem with my budgie Sparkie, untill I told a friend of mine about his problem & she suggested to me to take all his food out of the cage, then after a day put some food in the palm of your hand place it inside the cage so he can see & slowly move it up to him & offer him the food from your hand. My budgie was that hungry that he jumped straight onto my hand & ate the food, i continued this procedure for about 2 weeks so he got used to my hand & feeding from me. Now i can put my hand in with/without food & he totally trusts me, you just need to give it some time. Mine now sits on my shoulder & watches the tv with us.

Well, I had the SAME pickle. So, I hand fed him Spray Millet/Millet Spray [or whatever] and talked to him, a lot. When our bond was a little strong, I let him out of his cage and watched the Wildlife Channel. :] That might work. :o

spend time with him show him that your its friend .. give him some spray millet or veggies. i have 10 budgies trust me i know. dont put a mirror in his cage because it will bond with it not u and dont try to interact with with physically just go near him and make cool sounds and appraoch him but dont grab him or anything until he gets used to you.

some are tame straight off others need a lot of work mine just screams at me every time i go near him lol but he does wolf whistle which is really cool
