I realize that heat is deflected by brighter surfaces, but when cooking, do you want the reverse to happen?

It doesn't matter what side is up or down.

it normally does not matter what side you put it on, but when you want to cook, you want the heat to come towards the food, not away so if you really want a specific side, I'd go with the shiny part down so the heat gets absorbed better..
