There is a leather or synthetic plunger head in the pump. It's attached to the plunger rod. Unscrew the top of the pump pull out the whole plunger assembly. If the plunger head looks to be in OK shape, grease it with medium weight grease around the circumference. Oil will not work nor will too heavy a grease (like axle grease) Your pump can usually be maintained indefinitely if you do this. If the head is badly deformed or brittle it may not work.

You can fix it it you like but unless it is a very expensive floor pump, I would just buy a new one. The suggestions about oiling it and replacing the leather etc are all OK, but for the most part a bicycle pump should last for quite a while and by the time it starts acting up, it is pretty much junk anyway.

The answers that suggest replacing the leather seal are right. Many of the pumps now are not made to disassemble so you may have to replace the pump.

It should be possible to dismantle it - there's usually a screw-in cap where the piston shaft enters the main body. Unscrewing it will allow you to remove the piston, then you can use a thin piece of metal to remove the blockage before reinserting the piston. If you can't find a blockage, it's possible that the piston is sticking inside the main body - apply grease and see if that helps.

If it has an automatic head for presta and schrader valves spay a little WD-40 in it and cover one of the holes at a time as you operate the pump. If the schrader hole works cover it as you pull out on the handle. Sometimes that gets it to switch.

It might be possible to fix it. Usuallly there's 2 pieces of leather (or some other material) inside the air shaft that help to keep it air tight. They have probably gone bad and aren't sealing the shaft anymore. If it were me I would just buy another pump.
