how do you become certified in early childhood education in TX?

My daughter is doing that right now through the University of Texas at Austin. Other State University's have programs also. There is also an on line program. However while researching the process my daughter found that everyone she talked to, who had taken the on line certification, had been unable to find a full time position. All were either working as substitute teachers or in some other profession. The experience gained through the 'hands on' courses is what the elementary schools are looking for.
