Yes. It's good to roast a turkey with its legs tied together. Otherwise they splay out quite ungracefully as the turkey cooks. The plastic is probably the type that can take some heat without melting.
Double check the instructions on the package. If that thingy is not oven stable, it will tell you to remove it.
BTW, you may need to remove the thingy to take out the giblet bag. Try to reattach it.

Leave it on the plastic tie holds the legs together which holds the stuffing inside the turkey.

Just cut it off and make sure you take the gibblets out of the bag thats inside the turkey!

Not unless you like melted plastic. Take the plastic one off, take out the giblets, season the inside or stuff, and tie the legs back up with kitchen string.

I always remove it - if you want the legs to be tied together, use string/twine made for cooking.
