There are filters that do contain operation amplifiers, for instance. These are called active filters.
A filter is a device which adjusts the frequency response of a circuit. Here are a few basic types:
Low Pass - Allows through lower frequencies and attenuates higher ones.
High Pass - Allows through higher frequencies and attenuates lower ones.
Band Pass - Allows through a particular band of frequencies but attenuates those lower and higher.
Band Stop - Allows through frequencies lower and higher than a particular band of frequencies which are attenuated.
