Post Operative Patient - Does the doctor have to prescribe leg exercises before pt can perform them?

I'm a rn student and was just wondering if the dr has to order exercises for a post op patient or does the Rn just go ahead and have the pt. do it?

Usually the Doc will have a treatment plan and sign off on it, so when he thinks the Patient is ready for PT, he signs off and the PT takes over.
