The time to "settle down" is different for everyone. Age or friendship circles are not the gauge in determining your life choices.
When you feel comfortable in your career, have a nice savings and feel a strong passion for someone else you might be ready. These elements will help you to "prepare" your future. Without them, you may bring unnecessary pressure to the relationship.
The time for love and marriage is when you feel it. But, it is always in your best interest to have your finances in good shape before taking on any other expenses like a home, living expenses, family, etc.
