do I need to tie them together.

And if I choose to use stuffing how do I do that?

Stuff the bird's cavity with aromatics like onion and celery, and herbs. Tie the legs together at the "ankles" or they will end up spread out and sticking up. I can't tell you about using stuffing inside a bird because I don't do that. My mom used to, and I thought the stuffing inside the bird was just a wet, tasteless mess. I like my stuffing cooked separately in the oven so it can brown and develop a little "crust".

Better tie them together. This will keep your ready turkey looking elegant and aesthetic on the serving tray.
Besides, it will prevent it from getting too dry from the inside.
