Any MA is going to build a certain amount of muscle, except the Chinese Internal Arts like Bagua, Xingyi and Taiji. There has to be someone in your area that teaches this.
Jujutsu is the next I would suggest. Not the Brazilian JJ, but the Japanese. It's more complete as far as the curriculum goes.

It's never too late to start! 4 years ago, when a taekwondo school from a nearby city started a school in my town, we had so many people ranging from little kids to adults. We even started an adult's class. Most of those people quit :( but my friend's dad was one of the people who stuck with it, and now he's a black belt, and we have broken away from that school and he owns the school!
Don't be afraid to build a little muscle. Don't you want to look toned? But if you really don't want to, you don't have to go lift weights or anything. I've been taking taekwondo for 4 years and still don't have any muscle lol, and I'm pretty good with technique anyway.

Age is not the key problem. Most people suggest that a person should learn martial arts in his or her childhood that because a kid doesn't have too many thoughts, so he or she can concentrate his or her mind easily. As you grow up, u c lots of things and then u have lots of thoughts, then it would be a bit hard for u 2 concentrate your mind on one thing. However, if u can do this, then u can make a big program in a short time.
Another problem is: it's necessary 4 u 2 have muscle; otherwise, it's useless 2 have techniques. Muscle can help u far from danger when the other fight with u; we have a old saying in martial art indusrty--'strength works more effective than techniques'.
I strongly suggest that u can learn Jeet Kune Do or Wing Chun.

21 is a very good age to start. I would suggest trying an art that covers all phases of combat and has very realistic training value. Is easy to learn and is a great foundation to any thing else you may want to try later on. Its called Hapkido. I've been doing it for 10 yrs and my daughter for 5 yrs. You wont get big and buff from MA training but you will tone up and gain flexibility. Its just a suggestion. But you should visit your local schools and try a class from each to see what you really like. See if there are any other women there and get their opinions on the school. But dont get locked into any long term contracts.

brazilian jujitsu is the best art for a woman to learn for self defense. that and running away(athletics) guy above me suggested japanese jujitsu i do believe there is more stuff on the cirriculum like weapons training but you wont have a stick handy if your attacked. brazilian jujistu is great fun and very practical for self defense especially for women and best of all you dont get all the signature injuries you get from boxing or karate like broken noses. you do alot of grappling with your training partners and flexibility will help you alot. you wont build much muscle at all. unlike kickboxing or other stuff but you will tone a little which is ok unless you are very skinny.
i think you should check out brazilian jujitsu or at least the japanese version. judo is similar and just as practical but often people dont like the throws and stuff. give it a go see how you like it i bet you will love it

I don't think there's an age limit on whether or not you can take martial arts, karate, or any other type of self-defense classes. As far as what type...that's up to you.

1 your never too old to learn
2 try a couple styles and stick with the one your most comfortable with most places have like 2 weeks free or a free lesson so you could try it out.
