is it possible for someone from africa to come back to uk on a spouse visa if thay have overstayed for a year in the UK, gone bk to their country, got married to a british citerzen there and applied form there?
they have a family with small children, are happily married and a job and somewhere to live.

and if they going to keep lettle hundreds of other immigrants here then im sure one more wont make a difference!

This used to be OK, as long as all the normal conditions for the spouse visa were met; however, it seems that the Home Office have made an unannounced change in policy, and are now refusing applications from former overstayers. It is likely that this will be challenged at appeal, although on the face of it the Home Office are within their rights to refuse in these circumstances. Until the matter is clarified by the courts, the answer unfortunately is, probably not.

There is nothing to stop you applying for a visa but it is a different matter if it will be approved. And, overstaying for one year, will cause a few problems. Don't be surprised if your application is refused.

Overstaying is a valid reason for revocable of a visa. Nevertheless, appeal your case and cite the family reasons so that another visa will be granted.

They seem to be just fine where they are. So don't bother the hard pressed home office.
