Water is far better for her than milk, milk was designed for calves to grow to full adult cows within a year, maybe she is a very clever girl? Why does she have to eat solid food? Do not force her, have you tried making it into a game? If she still refuses then just leave it, children will not starve themselves, it goes against our human instincts.
When she throws the food, take it way, take her away from the table and leave her on her own. She will then learn eating is a social thing and that there is fun and pleasure in eating.

water is empty calories. If she LIKES water, take it away from her. She will eventually get really hungry. Pay close attention to her and watch for signs of hungry.

Also, if she's old enough to understand, you might say something like: "you can't have your water until you eat some fruit/crackers" (try something other then porridge) because children like incentives, but don't give her too much water.

I'd set out some Cherios or small crackers that she could munch on (put them at her level) she may want to be more independant, so if she can get the crackers herself, off a chair seat or something, she might be happier.

You might also look in to her being sick. I wouldn't force food into her, because if she's sick- her body doesn't want food right now. Think about how long it's been since her last food intake... does she piece on food throughout the day & just not eat her full meals? She might snack enough to be full.

Maybe she just doesn't like porridge. Get some variety going on, like small pieces of fruit... She'll eventually get hungry. Take away the water (empty calories that fills her little tummy up) and good luck!

If it's been more then 2 days, or she's passing out or seeming weak or dizzy- take her to the hospital! They will feed her intraveniously. Usually little kids don't like water- so that's interesting she does!

She may be teething or have a sore throat or ulcer. See a doctor.
Also try some soft or liquid foods like:
icecream with some smooth peanut butter added
strips of melon
jello

Good Luck.

Is she otherwise healthy and energetic / active? If so, not much worry. In any case, discuss with her doctor.
