The cooking time is about right if you varied the temperature hot at the start for 40 Min's at about 220 c then reduced to 170 c and finished at 200 c uncovered for the last half hour. If the turkey was only cooked at about 170 c for 4 hours it will not be cooked, could be very dangerous. If you are in any doubt check to see if the juices from the turkey run totally clear after pricking the thickest part of the leg. If you are still doubtful just throw it all away as Salmonella poisoning can be extremely serious.
When cooking poultry or pork it is important to cook thoroughly until the meat is cooked all the way through or risk visiting hospital!

You're looking at about 2 1/4 to 2 3/4 hours for a bird that size, unstuffed, at 350 degrees. If you baste your turkey at regular intervals, you'll need to add a little time due to the drop in oven temp. every time you baste.
