I think they so different things based off what they are made of, but essentially they are used to absorb excess oil on your skin and tighten your pores. For instance if you use rosewater as a toner, it will moisturize, tighten pores, and its antiseptic qualities help heal sensitive skin. different toners for different needs i guess.

Toner takes oil off the skin, moisturizer puts oil on the skin. Moisturizer is basically the same stuff as lotion, just formulated so that it's more gentle for the face. Toner helps you get your skin clean. I personally wouldn't suggest using a toner if you have dry, acne-prone skin. It's for people with oily skin, and will dry you out further. Washing your face every 2-3 hours is serious overkill: morning and evening are plenty. Just clean your face thoroughly with a gentle cleanser, and use a moisturizer that says "oil free" or "for acne prone skin" "Clean and Clear" has good, inexpensive products, as does Neutrogena. If you've got severe acne, you should go talk to a dermatologist. There's a lot of good medication out there these days.

It should say on the package what these things are supposed to do. Be warned, though, whatever they do doesn't last for more than a few hours. It's probably better not to put these things on your skin. There's nothing better for a healthy skin than good old fashioned soap and water.

Toners actually don't do much - so don't waste good money on them. I have recommended witch-hazel to other people in this category - it will clean and clear your skin very adequately, and it's cheap.
