You cannot determine if you are legally blind based on your prescription; you will have to ask your eye doctor for your corrected acuity. If your eye doctor did not tell you that you are legally blind, did not register you as a blind person and did not provide you with low vision aids, then you are not likely to be legally blind.
Legal blindness is determined by the visual acuity you have while wearing contacts or glasses. If you see better than 20/200 with your contacts on, you are not legally blind.

The prescription to be considered legally blind is 20/200, where perfect vision is 20/20. This means that someone who has the 20/200 has to be 20 feet away from something that someone with 20/20 vision can see from 200 feet away. Also, legally blind people can't correct their vision (they can enhance it enough to function, but can't correct it) with glasses or contacts.

No, You don't meet the conditions to be considered legally blind. You would be lucky if you could distinguish shapes to be classified as legally blind. And you obviously have the ability for corrected sight .Just thank God you can still correct that vision and don't worry if someone is kidding with you about your sight. Your not blind.

No. Legally blind would be someone who---even with glasses or contacts---cannot get vision any better than 20/200. (20/20 is considered "perfect" vision)

Functional limitation refers to the consequence of different levels of visual ability for the performance of common activities. The activity usually measured is the function of reading. Functional limitation in seeing print is measured by self- or proxy-survey report for two levels:
