we live in different cities so i'll most likely be doing it over the phone. so what should i say?

well, first, what is the reason you want to break up with your bf/gf?
if it is the distance..you tell him/her you are not the type of guy who can make the relationship grow while apart from each other..

if you found no reason to break her/him up..maybe you just need someone else..

Speak the truth. You did not tell us why you wanted to break up with this person, but I think it may be the distance causing the distance. If you are close enough to meet with the person then by all means do so. You may find it easier to write first and discuss after you thoughts are clearly expressed.
If this person really counts on you for support please be careful you are not hiding behind the distance to make your point. Remember breaking up doesn't always mean you will not have a connection or friendship. If it only the distance that separates you, not other problems, then there may be reason to keep going.

The best way is face to face as over the phone is very impersonal especially when breaking up with someone but just be calm and honest with the person your breaking it off with. Don't lie or make up some petty excuse why yur doing it, just tell them the truth and explain that it is not working for you. Just simply say if it is because of the distance "I'm very sorry but our situation the distance is not working for me anymore and I don't feel the same for you anymore. I hope we can be friends (if you still do want to remain friends)". But just tell them the truth and be honest.

Tell them that you've had a fun run and you'll never forget or regret going out with this person but that it's time to break up.You don't want to get too attached and it would hurt more to break up later when the relationship would have gotten more serious.

Be honest about why you want to break up.
Be gentle, try to make it mutual. You're most likely gonna end up hurting the person so expect a large range of possible reactions.
