If you're a good writer you should be able to think logically, and it should be obvious that there's not enough information to tell anything except that he doesn't care to insult you or give you negative critiques.
He could be genuinely impressed and be reacting honestly. Anyone can judge writing by someone they don't care about and be positively impressed.
Or he could be faking or exaggerating his enthusiasm. If that's the case then the most likely motivation is that he's interested and wants to get on your good side. Or he could be a compulsive liar.
