It means they want to love you, but their heart cannot commit to you. It's a simple as that.

Does loving someone necessarily have to mean that it is in a romantic way? I mean, if you tell your family you love them, or your friends you love them, I doubt it's because you want to be romantic with them... So, it just means that they care, neh?

It;s just like loving your friend..You love them and care for them greatly but your not 'in love' with them, meaning you probably don't think about them constantly and you don't have sexual relations with them..
Hope I helped :)

it depends on how wud you define love..in generally, love is not specific noun nor adjective..
when people tell you, "i love you" it is not exactly they're inlove with you..most likely, they care for you..

They really care about you, but aren't ready to start something... like a serious relationship.
