As a generality, YES they are. That is not necessarily bad. But a person's area of origin can usually predict certain broad cultural traits, and not all are equal nor are all compatible with each other. The concept is above skin color (or it should be).
Where you were born and the culture you were raised in has a definite effect on how one views things like loyalty, work ethic, national sovereignty, citizenship, inter-personal relations with their fellow humans, etc.

A person should not be judged on the sole basis of where they were born, but it plays a role in things like Immigration on a large scale, and who you pick for friends on a smaller one.

In some ways no, in some ways yes....a people can be characterized by the hardships and the lives they have led because it shapes them as a people....but also know this, each nation has a right to it's own sovereignty as well...so that line isnt imaginary as you might think....

Yes; WHERE you are from is a very important part of WHO you are. While they don't have a choice of where they are born, they do have a choice of what to do with their lives.
(Oh, yeah, my ancestors include Spanish, Mexicans, South Americans, Morrocoans, South Africans...)

Illegal immigration is a problem because of the sheer volume of it. It has little to do with individual people.

Well this is the immigration section so I'll answer based on that. People are different when you consider values, ambition and respect for laws. As stated many times, immigrants are welcome as long as they can manage to do it legally.
