I will marry Chinese national in HangZhou, China the 2nd week of January. Some forms I fill out at American Embassy in China. Can I fill out "Certificate of Marriagebility form" in San
Francisco, bi-lingual so that the form won't need Chinese translation from English in China, then notorized in China.
This translation of this form is 10 day time consuming step.
I want to avoid as much down time as getting forms as possible. Thank you for your assistance in this matter. DNR

Inquire at the Chinese Embassy in San Francisco if the document with English translation is acceptable in China so that you will have protection of the validity of the marriage.

You need to follow the process exactly as it is set out in the US Embassy's instructions. These steps have been arranged very carefully through agreements between the US and Chinese governments; any attempt at short cuts, any deviation, will make it take longer.
